The workshop was inaugurated by Shri F. R. Kharkongor, IAS, Principal Secretary to the Government of Meghalaya, who attended as the Chief Guest. In his address, he highlighted the importance of ethical election campaigning, responsible political conduct, and strengthening public trust in democratic institutions. Shri C. V. D. Diengdoh, IAS, Commissioner & Secretary to the Government of Meghalaya, District Council Affairs Department attended as the Guest of Honour and in his address, he highlighted the 6th Schedule provisions and relevant mechanism of the Model Code of Conduct in the conduct to Election to Autonomous District Councils in KHADC, JHADC and GHADC.

Earlier, Dr. B. D. R. Tiwari, lAS, Chief Electoral Officer, Meghalaya, welcomed the participants and highlighted the thematic work being undertaken by Meghalaya on the subject of Model Code of Conduct for Campaigns under the International IDEA initiative
