Meghalaya Tourism Incentive Scheme 2001
 
GOVERNMENT OF MEGHALAYA
DEPARTMENT OF TOURISM
NOTIFICATION

In pursuance of this office Notification No. Tourism 136/96/269 dated 15.2.2001, the following scheme known as the Meghalaya Tourism Incentive Scheme 2001 is hereby published.

1. Short title:

This scheme may be called the Meghalaya Tourism Incentive Scheme 2001.

2. Effective date of commencement and period of operation:

It will come into effect from the 15th February 2001 and shall remain in operation till such time as the government may deem fit.

3. Aims and objectives:

The aims and objectives of the scheme is to encourage establishment of Large, Medium and Small Scale Tourism related activities in the State and to assist the promoters/entrepreneurs to avail of the incentives as announced in the Tourism Policy, 2001.

4. Eligibility:

Tourism Units fulfilling the following criteria shall be eligible for the grant of subsidies/incentives viz:

  1. That the units shall be registered permanent/final with the State Director of Tourism.
  2. That the units should have gone into commercial production on or after January 1997. Existing units undertaking expansion, modernisation or diversification at the same location or at any other place in Meghalaya on or, after the above effective date will also be eligible under the scheme.
5. Mode of application:
  1. Applications for the claim of incentives shall be made by the Tourist Units in the prescribed forms to the Implementing Agency, i.e., the Director of Tourism, Meghalaya.
  2. The Implementing Agency, i.e., the Directorate of Tourism will process the applications, complete in all respects, and then
  3. Appraise the State Level Committee for consideration of all the applications so received from recommendation for sanctions.
6. Sanction of incentives:

The State Level Committee shall recommend sanction of eligible subsidy claims.

7. State Level Committee (S.L.C.)

i. The State Level Committee (S.L.C.) will con with the following members:

Managing Director, Meghalaya Industrial Development Corporation Ld. Member
Representatives of Finance Department Member
Representatives of Planning Department Member
Officer-in-charge, IDBI Member
Officer-in-charge, SIDBI Member
Officer-in-charge, AFC Member
Director of Industries Member
Officer-in-charge, ITDC Member
Officer-in-charge, NEDFi Member
Managing Director MTDC Member
Director of Tourism, Meghalaya Member-Secretary

 

ii. The functions of the State Level Committee shall be to:

  1. Scrutinize the claim applications and recommend the cases for sanctions as may be found eligible.
  2. Monitor and review the progress of implementation of the Scheme from time to time
  3. Issue instructions, if necessary, for proper implementation of the scheme and
  4. Examine and decide on issues and such other benefits and concessions, which could be beneficial in the interest of the local tourism units, from time to time.
8. Disbursement:
  1. The Director of Tourism shall compile a consolidated statement of all claims duly recommended by the State Level Committee and process for financial sanction of the same.
  2. On receipt of the financial sanction, the Director of Tourism shall draw the amounts due for disbursement to the eligible tourism units.
9. Miscellaneous:
  1. Applications pending during the last financial year will be carried over to the next financial year processed and placed before the Committee for sanction.
  2. Claims for additional/recurring incentives of a unit shall be processed from the Original application by adding to the application/scrutiny report/sanctioning orders/disbursement orders, etc., earlier made or issued.
  3. Government may, from time to time amend the provision of this scheme as may be felt necessary in the interest on the tourism units.

NOTIFICATION

The Governor of Meghalaya is pleased to constitute the following Committee to operate the Meghalaya

Tourism Incentive Scheme, 2001 with immediate effect.

1. State Level Committee (S.L.C.):

The State Level Committee (SLC) is hereby constituted with the following members: -

Commissioner & Secretary/Secretary Tourism Department Chairman
Managing Director, Meghalaya Industrial Development Corporation Ld. Member
Representatives of Finance Department Member
Representatives of Planning Department Member
Officer-in-charge, IDBI Member
Officer-in-charge, SIDBI Member
Officer-in-charge, AFC Member
Director of Industries Member
Officer-in-charge, ITDC Member
Officer-in-charge, NEDFi Member
Managing Director MTDC Member
Director of Tourism, Meghalaya Member-Secretary

The term of the Committee will be for a period of five years or till the Committee is re-constituted, whichever is earlier.

Two-thirds of the members shall form a quorum for convening the meetings from time to time.

The functions of the State Level Committee (SLC) shall be to:

  1. Scrutinise the claim applications and recommend the cases for sanction, as may be found eligible.
  2. Monitor and review the progress of implementation of the scheme.
  3. Issue instructions, if necessary, for proper implementation of the scheme, and
  4. Examine and decide on issues and such other benefits and concessions that could be beneficial in the interest of the local tourism units from time to time.
  5. Review the procedures and amend or modify the scheme and the formats from time to time as may be necessary.
2. Disbursement of the incentive claim:
  1. The Director of Tourism shall compile a consolidated statement of all claims duly recommended by the State Level Committee (SLC) and process for financial sanction for the scheme.
  2. On receipt of the financial sanctions, the Director of Tourism shall draw the amounts due and arrange for immediate disbursement to the eligible units.
